NOTICE OF INTENT (NOI) TO DIRECT AWARD

District of Metchosin

Witty Beach Access – Replacement of Stairway

 

Notice is hereby given by the District of Metchosin (the "District") of its intent to direct award a contract to Shoreline Design for the dismantle and disposal of the existing staircase at Witty Beach and the design and construct of a new aluminum staircase.

The term of the contract will be for three months, beginning on May 2, 2016 and ending on July 31, 2016.  The total dollar value of the contract will not exceed $80,000.00.

The contract will include the following services:

  • Dismantle and disposal of existing staircase;
  • Design and construct a new staircase/stairway from the top of the bank down to and land on the existing concrete landing/steps onto the beach;

The District of Metchosin has chosen to direct award these services to Shoreline Design because Shoreline Design brings the relevant experience, knowledge, capacity, and solid stakeholder connections required to deliver the works services.

  • Time is of the essence in completing the design and construction of the stairway to ensure that access to the very popular regional park is open for the 2016 summer season.
  • Shoreline Design is deemed to be qualified to deliver these works and services because of a combination of skills, experience, expertise and prior familiarity of the project during the CRD’s decision to close the stairs in 2015. 
  • Maintaining consistency translates into more efficient timelines and cost effectiveness.
  • The competitive process is impractical because of the requirement for consultant continuity and the cost efficiencies to be realized by retaining Shoreline Design for the works.
  • Shoreline Design’s on-site knowledge, guidance and expertise is required to see these works through to their successful completion. 

Vendors wishing to object to this decision must contact Lisa Urlacher via email (lurlacher@metchosin.ca) on or before 4:00 p.m. (PST) on Friday, April 29, 2016, presenting in writing, specific reasons for their objection, including detailed information on how their services, meet or exceed the direct award reasons as stated above.  If the District deems that the information provided by interested service providers is substantiated, it will undertake a Request for Proposal process between all acceptable parties.

Where objections are not received on or before the deadline stated above, or where objections made are not substantiated, the District will continue to undertake direct award as outlined within this NOI.

Vendors providing an objection must provide information to support relevant experience and ability to provide the described services for the same or better price in the same time frame will be the key criterion considering the validity of an objection.
